The Specialist Disability Accommodation Pricing and Payments Framework

At its meeting on 13th November 2015, the Disability Reform Council (the Council) endorsed a pricing framework, “The Specialist Disability Accommodation Pricing and Payments Framework” (the Framework) to guide the approach to the implementation of specialist disability accommodation supports in the NDIS. View the Framework (DOCX 60KB).

The policy intent of the Framework is to result in a competitive price that attracts, over time, market players to supply new and appropriate dwelling stock. It also considers the need for stability in the transition from existing SDA arrangements to the NDIS.

The Framework outlines policy parameters that were developed jointly by jurisdictions to provide the NDIA with guidance on the establishment of SDA supports in the NDIS; including how the NDIA should set and establish prices, expectations on the participant circumstances that are likely to generate a need for SDA supports, and direction on how to operationalise the supports.

The Council has requested the NDIA apply the Framework to establish the pricing, criteria and operational parameters for SDA to be ready for the first year of transition. These will be closely monitored and reviewed.

The NDIA intends to undertake wide ranging stakeholder consultations in the first quarter of 2016. The objectives of consultations include opportunity for stakeholders to provide information on costs, projects etc. which will contribute to NDIA building an evidence base to inform the pricing of SDA, for participants and carers to signal their accommodation needs and preferences to the NDIA, and allow for feedback on the practical application and operationalisation of the Framework.

The NDIA has also announced the release of the Request for Information on Barwon Housing Pilots.

The report highlights the importance of the role of Local Area Coordinators (LACs) into the future.

The NDIA announces Assistive Technology Strategy

The NDIA today announced its Assistive Technology Strategy (PDF).

The NDIA's vision in AT is to build an empowering, sustainable and consistent approach to ensuring National Disability Insurance Scheme participants have choice in, and access to, individualised assistive technology solutions that enable and enhance their economic and community participation.

NDIS 2014/15 Annual Report now available

The NDIS 2014/15 Annual Report is now available - an easy English version as PDF or Word document is also available.

In his forward, David Bowen the Chief Executive Officer of the NDIA points to the expectation of improved service quality at the best possible price when he says, "A key pillar of the Scheme is the concept of choice and control, which means that participants receive individualised funding and tailored services to meet reasonable and necessary needs. Each participant is therefore able to maximise the benefit from the funds they receive. Over time, this market-based approach will drive increased effectiveness and efficiency."

The Victorian Disability Services Commissioner's Annual Report now available

The Victorian Disability Services Commissioner's Annual Report is now available.

The Commissioner, Mr Laurie Harkin AM, said:

“The mark of the success of this office is in our ability to facilitate and empower some of our most powerless and vulnerable citizens to speak up when they have a concern. The critical element in achieving this is to make them feel safe and protected in doing so.”

Mr Harkin said people with disabilities typically felt exposed and fearful of retribution and withdrawal of services if they complained. Historically this had stopped many having a voice.

“My commitment, and the passion of all in my office, is to support people with a disability to reclaim that voice as equal citizens deserving and using their equal right to be heard in our community,” he said.

“My approach to assessing or investigating complaints is informed by this: what will make it easiest for people to speak up, what will make them feel safe, what will achieve the best outcome for them.”

Mr Harkin said the results achieved by his staff showed that continued improvement of the approach and accessibility of the office was effective. The complaints numbers are the highest since the office was established.

NDIS kicks off in the Nepean & Blue Mountains

 

Well its official, the National Disability Insurance Agency (NDIA) staff have today started work on the ground in Katoomba and Windsor, following the early commencement of the National Disability Insurance Scheme (NDIS) in the Blue Mountains, Hawkesbury and Nepean region.
